Joseph H. Blatchford joined The Livingston Group as an international trade lawyer and lobbyist with over 25 years of experience.

Mr. Blatchford has represented foreign industries and government entities, principally in Latin America and Asia, assisting in their efforts to gain access to the U.S. market. This includes reducing trade barriers and opening markets for foreign products as well as defending foreign manufacturers in anti-dumping, countervailing duty, and tariff preference cases before the executive branch and the courts. In addition, he has assisted foreign clients in obtaining U.S. economic assistance by lobbying Congress and the executive branch. He has been active in helping negotiate and obtain passage of the North American Free Trade Agreement, the Caribbean Basin Initiative and the Andean Trade Preference Act.

Mr. Blatchford helps clients develop communications strategies that will carry their message to the media, Congress, the executive branch, academia, and leading U.S. businesses.

Mr. Blatchford is the founder of ACCION International, a world leader in lending to micro enterprises, and the co founder of Caribbean/Latin American Action, which fosters trade and economic development in the Caribbean Basin. His prior government service includes Deputy Under Secretary of Commerce and Director of the Peace Corps.

For his work and leadership in confronting issues of poverty in developing countries, Mr. Blatchford has received numerous awards and honorary degrees. He has contributed to several books, authored numerous articles in major publications, and been a guest speaker and lecturer at many prestigious international forums.

Mr. Blatchford is a graduate of the University of California at Los Angeles and the University of California at Berkeley Law School. He speaks Spanish and Portuguese.
