John Doyle joined the firm of Jones Walker, strategic advisor to The Livingston Group, as Special Counsel in May 2003.
Mr. Doyle has worked on water resources, transportation, environment, and public works issues for over 25 years in Washington, DC, including senior executive assignments in the Department of the Army and senior staff positions for leading committees in the U.S. House of Representatives.
Under the Reagan and George Herbert Walker Bush Administrations, Mr. Doyle served the U.S. Department of Defense in the Pentagon as Acting Assistant Secretary of the Army (Civil Works) and as Principal Deputy Assistant Secretary of the Army (Civil Works), where he was twice awarded the Outstanding Civilian Service Medal for personally directing the Army Corps of Engineers effort to implement the Water Resources Development Acts of 1986 and 1988 and for leading the Corp’s wide effort to support the Environmental Protection Agency’s Superfund program.
During his career working with Congress on Capitol Hill, Mr. Doyle served as the Chief of Staff for the House Committee on Public Works and Transportation and, prior to that, as the committee’s Minority Counsel for Water. In addition, he worked as Chief Counsel for the House Committee on Science, Space and Technology and as Chief of Staff for the office of Congressman Jimmy Hayes (R-LA).
Mr. Doyle received his bachelor of science degree from the U.S. Naval Academy in 1968 and his juris doctorate degree from George Washington University in 1978. He is a member of the District of Columbia Bar.
